There is quite a lot of free NN software out there. Your friend might need to do some evaluating based on his needs. I haven't tried any of these, but here is a list of free NN software. http://www.faqs.org/faqs/ai-faq/neural-nets/part5/ I would be interested to know what your friend picks.
