UTF-8 encoded PGN files?

There doesn't seem to exist a universal PGN file encoding and people are using all kinds of converters to view names, comments and dialogs that were stored in a variety of encodings. But we now have UTF-8, which despite its lengthyness for most languages is a pretty universal standard, and I think the Arimaa community would benefit from adopting UTF-8 for all its PGN files. This would improve international exchange and simplify archive reading in the future. What do you think?
