Doesn't that make it a race to use as little time as possible on a move?
 
Most games can't be won within a 1 minute time reserve.  Even 6 seconds per play only gives you 10 more moves to play out.
 
If it was a race to use as little time as possible, the person with the lowest lag time would probably come out on top most of the time.

You posted before I got a chance to retract it. Heheh.
 
You are right, but the reason I chose to ditch the idea is that the rules also allow for a maximum number of turns before the score is used, in which case a time solution is inappropriate.
