No, I'm not offering a new one.  I have a friend who wants to do a small neural net project and is looking for advice in selecting one of the free software packages out there.  Any recommendations?

How about NEAT http://www.cs.ucf.edu/~kstanley/neat.html or HyperNEAT http://eplex.cs.ucf.edu/hyperNEATpage/HyperNEAT.html.

AI Techniques for Game Programming by Mat Buckland describes NEAT in a very fun way and also includes a lot of source code.

There is quite a lot of free NN software out there. Your friend might need to do some evaluating based on his needs.

I haven't tried any of these, but here is a list of free NN software.
