AI Techniques for Game Programming by Mat Buckland describes NEAT in a very fun way and also includes a lot of source code. |

I haven't tried any of these, but here is a list of free NN software. http://www.faqs.org/faqs/ai-faq/neural-nets/part5/ I would be interested to know what your friend picks. |
