Now, we have players who unrate a game lost "on time" one move away from losing by goal.

The Internet Chess Club had an "adjourn" feature, where an incompleted game could be continued from the last position, AND you couldn't start a new game against the same opponent unless you finished the previous one.

I usually do not take a look at unrated games unless they become to much and I cannot find anything under the commented games section.

Of course you are right that this was a very obviously lost game.

Now we have several options to react:
ignore this (which I propose since it was a one time thing so far)
ask him politely not to do this again (as a comment in his game maybe)
ask Omar to do something about it (not sure if we know what to do about it anyway)

Perhaps if we unrated all blitz games and allowed adjourn on all others. It seems that all the unfair losses due to time occur on blitz. The slower speeds give enough time to recover from a disconnect.
