After I have issued one challenge and it appears in red at the bottom, I then try to issue a second challenge to a different player. But the second challenge never registers. How many pending challenges is it possible to have?

There is a limit of one pending challenge.

I think this is counter-intuitive. Other boardgame rooms dont limit the number of challenges.
