So, why did Loc timeout in game 41674 (http://arimaa.com/arimaa/games/jsShowGame.cgi?gid=41674&s=b)?

The loc timeouts I already know of and expect are:
1) Loc's phant is barricaded
2) I have a goal shot and Loc has no pieces within 4 squares

Neither of those circumstances were in effect in this game.  Can anyone else who knows Loc better tell me what was going on this time?

I did notice there seemed to be some server problems earlier today. So maybe it was just an actual server glitch?
