This person made an account a month and a half ago, comes on frequently, but never plays! He/she won't even respond to my challenges. Who is this person? Is it a spy? An impostor? Am I in the Twilight Zone??! SOMEBODY PLEASE TELL ME WHAT'S GOING ON!!!

Maybe the person is simply studying past games online. They could have purchased a physical set and prefer to play people in person rather than online but be choosing to look at games online. Or maybe they know if they start playing they will become addicted ;) Either way I wouldn't worry about it.
