To test my bot, I let it search through all rated games in Arimaa history to find all games where a 1800+ rated human player missed a goal in 1, and then later went on to lose the game. I had to exclude Hanzack because he often intentionally lost games.

Well, here's the result, 22 missed goal in 1's that turned out to be fatal:

The puzzles are all pretty easy. It would probably be much more interesting if someone could do the same and find all missed goal-in-2's, but my bot is not capable of doing that in any reasonable time right now.

aaaa did pretty much what you described for goals-in-2, additionally selecting only those where there is one unique goal-in-2 move.

aaaa did not check all positions for a possible goal in 2:
