Yep. I kid you not. QUANTUM Tic-Tac-Toe.
You can read the rules and play it here (Java applet). There is also a software competition called CodeCup which this year is based around a 4-by-4 version. Basically the same, just 4-by-4.
It's really cool once you get your head around it... IMO
