Inaccurate game end times

Just a note so people can watch out for it. When a game ends on timeout the server may not notice for some time and then record the game end time wrong.
This normally not important but for the WC games and the corresponding monitor bot games this could cause problems determining if a restart should be done.
The workaround is to open the game logs and manually calculate the true time the game ended by timeout.
