Server gives bad value for game turn limit

The server gives bots the game turn limit through a variable called tcturns. When there is no limit this is simply set to 0 When there is a turn limit it is suppose to give the number of turns for the limit. Unfortunately it seems to currently just contain 't' whenever there is a turn limit set.
