The only thing that could be done about this is omar removing the bot from the server. It's been around since 2007, so he probably has no intention of doing that. All of the bots with a year suffixed are past versions from computer championships and cannot be modified by omar.
Really the only reason to report bugs in these bots is to help developers improve the current version, but since 2007 was 6 years ago it probably won't help jdb, the developer of bot_clueless. Personally I wouldn't even bother reporting bugs in bots more than one year old. It will likely fall on deaf ears.
Edit: I think omar actually has removed bots before for excessive malfunction, but I'm not sure this one falls into that category.
